The panopticon has been used as a metaphor for the modern surveillance state.  How do you feel about formal social controls targeting and punishing individual’s minds, which could include all of their internet activities, instead of their bodies?

The last time I posted this discussion question, it somehow devolved into a discussion about whether inmates in prison should have access to technology and the internet.  This is specifically not what I am asking.  I am asking for your opinion regarding state control of ordinary citizens like you and me, not prison inmates.
